The International Whaling Commission is meeting the week of June 20. Critical issues are at stake. Will the 19-year-old moratorium on commercial whaling be overturned? Can whale sanctuaries be established in the Southern Oceans?

Surprisingly the key votes will come from nations with tiny populations. Japan has bought the votes of these nations by offering financial inducements and bribes. The nations that hold the swing votes are Palau, Antigua, Dominica, Grenada, St. Kitts and Nevis, St. Lucia and St. Vincent. All are heavily dependent on tourism. They use the idea of marine conservation to attract tourists. They can’t have it both ways – luring tourists with an eco-friendly image while supporting the slaughter of whales. These tiny nations are vulnerable to a boycott by those who oppose whaling.
